POTS line replacement

The analog lines that are hardest to replace are the ones nobody thinks about — because they don't ring, nobody answers them, and they only matter on the worst day of the year.

Analog lines accumulate. Over twenty or thirty years a site adds a line for the fax, one for the alarm, one for the elevator, one for the credit card terminal, two more when the building was extended. They bill through facilities rather than IT, so they never appear on a telecom inventory. Then a retirement notice arrives.

Step one: build an inventory that is actually complete

There are three sources of truth about your analog lines, and each is incomplete in a different way.

The reconciliation between the three is the deliverable. Expect discrepancies in both directions: lines you are paying for that terminate nowhere, and equipment that is clearly connected to something you cannot find a bill for.

The cheapest win in the project Dead lines. In most estates a meaningful fraction of analog lines are billing every month for nothing — a fax machine retired in 2014, a modem for a system that was decommissioned, an alarm circuit for a building you no longer occupy. Cancelling those often funds a material share of the replacement program.

Step two: classify by function and criticality

Replacement strategy is decided per class, not per site. These are the categories that matter.

The top three categories drive your critical path. Not because they are technically difficult, but because they sit under inspection regimes with an authority having jurisdiction, and a cutover typically has to be witnessed and signed off. That is calendar time, and it is the thing a 90-day retirement notice does not accommodate.

Step three: choose a replacement path per class

There is no single right answer, and vendors who tell you otherwise are selling one product.

Cellular POTS replacement devices

A purpose-built device that presents a standard analog port to the existing equipment and backhauls over cellular. The legacy device — fire panel, elevator phone, alarm — connects exactly as it did and requires no modification or replacement.

Most modern POTS replacement projects rely on cellular rather than VoIP or fiber for precisely this class of equipment, because cellular avoids depending on local internet service or the internal IT network. That independence is the point: a fire panel that fails when the site's broadband is down, or when a network change is made on a Friday afternoon, has not really been replaced.

SIP ATA (analog terminal adapter)

Converts the analog line to SIP over your existing IP network.

Native IP replacement

Replace the endpoint itself with an IP-native device — an IP fire panel communicator, an IP elevator phone, a networked card terminal.

Decommission

The best option when it applies. Every line you can genuinely retire is one you never have to migrate, test, or pay for again.

Test what the line actually does, not that it dials A cutover test that confirms dial tone proves nothing. The test for a fire alarm communicator is that the panel successfully reports a signal to the central station and the central station confirms receipt. The test for an elevator phone is a two-way call from inside the car with the doors closed. Write the acceptance test per class before the first cutover, and have the monitoring company on the phone.

Step four: sequence on your schedule

The failure mode we see most often is a program that reacts to notices one at a time. Each 90-day window becomes an emergency, procurement is rushed, and the life-safety cutovers get done last because they are hardest — which is exactly backwards.

Sequence instead by criticality and by site readiness: life-safety first, while there is slack in the calendar for inspections; then security and revenue; then operational; then convenience. Run the decommission list in parallel, because it costs nothing and starts returning money immediately.
